I begin by appreciating the presence of the Chairman of Council and the Pro-Chancellor / Vice-Chairman of Council in this remarkable function. The performance contract is a commitment by the University’s top management to the council. The performance contract outlines specific goals and targets for the university, which are aligned with the university’s strategic plan 2020-2029. The participation of the University Council in performance contract signing ceremony today demonstrates their obligation to ensure that there is a total commitment to delivery of the 2023 targets.
Performance Contract
Allow me to reflect briefly about some of the successes of 2022. In line with the ICT theme, we continued to embrace technology in delivery of learning. For instance, SCORM was implemented fully in Kigali to delivery English course. This is in addition to increasing online examination proctoring thus ensuring integrity of our online examination system. We are currently offering all common units through the SCORM platform. In respect to complying to regulators, we had two audits; one by CUE and the other one, a re-certification audit by KEBS. In both, we performed well. Other achievements we had in 2022 include construction of convention centre lecture halls, hosting an international peace conference as a civic duty to ensuring peaceful elections, increase in student enrolment amongst others.
The performance was a collective effort of each Division and Divisional Unit and as the Vice-Chancellor, I applaud the members of the University Management Board for this achievement.
Ladies and gentlemen, as we pursue to implement the strategic objectives as stipulated in the 2020-2029 Strategic Plan, we have prepared the 2023 performance contract for the Vice-Chancellor and officers who report to the Vice-Chancellor. The theme for this year is “
Utilization of maximum institutional capacity for optimal performance and sustainability”. It is expected that the 2023 performance contracts that will be signed today will be cascaded downwards to all members of staff with aim of attaining the synergetic output. In order to improve the efficiency of the Performance Contract Evaluation Process, the PC Committee has proposed two improvements;
- Automation of the PC reporting process for the officers reporting to the Vice-Chancellor,
- Inclusion of work plans for staff members that will have quarterly targets to improve monitoring of staff performance.
I acknowledge that we are slightly behind the schedule in signing the 2023 performance contracts, but I assure the Council that the targets outlined will be achieved. As the Chairman, Performance Contract Committee has indicated, we expect that all staff will have signed their performance contracts before end of March 2023.
I assure the University Council that the Management is committed to drive the strategic agenda as stipulated in the University blue print; 2020 – 2029 Strategic Plan.
